CSD AFD Procedure Important Guidelines
- AFD-I items are those goods whose retail value is more than Rs 8000/-.
- There are two segments of AFD-I items. Four-wheeler and Two-wheelers & white goods.
- Before proceeding for purchase of AFD-I goods, please ensure that you are eligible to purchase the items. Please note that two-wheelers and white goods can be purchased by beneficiaries after every four years whereas guidelines for four-wheelers are different.
- Retired Defence Civilians are NOT eligible to procure any AFD-I items.
Step by Step AFD CSD Purchase Procedure
- Identify the items to be purchased and its price along with the dealer’s details
- Obtain availability certificate from the dealer
- Transfer the amount (cost of items) to CSD depots the main account through NEFT / RTGS only
- Fill the indent form, with all documents as mentioned in the guidelines, availability certificate from a dealer, original counterfoil of the bank towards payment
- Submit the indent form only to the nominated URC
- URC will forward the indent forms duly countersigned along with all documents to the dependent depot
- Depot will check documents, ensure receipt of payments & issue Purchase order (PO)
- PO will be collected by nominated URC & handed over to the beneficiary
CSD AFD Eligibility Rules
Pay Matrix Level 3A to 9
- Pay Level 3A to 9 (Incl Retired ) & Widows (As Applicable)
- Up to 1400 CC but not exceeding Rs. 5 Lakh excl. GST
- Once in Service and Once after Retirement. First car after six years of service. The gap between purchases of Two Cars to be eight years. If the late husband had purchased a car each while in service/after retirement then the widow will not be eligible to buy a car. In case the late husband had purchased only one car then widow can buy one car through CSD after a gap of eight years from the date of last purchase.
Pay Matrix Level 10 to 18
- Pay Band Cost / CC Periodicity Pay Level 10-18 (Incl Retired) &
widows (As Applicable) - Up to 2500 CC but not exceeding Rs. 12 Lakh excl. GST
- Once in Eight Years
Pay Matrix Level 11 to 18 (Defence Civilian)
- Serving Defence Civilian officers (Paid out of Defence Estimates) in
Pay level 11-18 - Up to 2500 CC but not exceeding Rs. 12 Lakh excl. GST
- Once in Eight Years
