Revised Criteria for Purchase of Cars in CSD Canteen 2022

Canteen Stores Department (CSD) has recently revised the norms and conditions for buying cars through CSD Canteen. All Armed Forces Personnel and Ex-Servicemen are aware of the new rules on purchasing cars from the CSD Depot canteen. The revised criteria for the purchase of cars through CSD with effect from 1st November 2020.

REVIEW OF CAR POLICY

1. Reference CS Dte letter No.95350/Q/DDGCS/CAR/POLICY dtd 27.10.2020 (copy enclosed)

2. The revised criteria for purchase of cars through CSD w.e.f 01-11-2020 is as under:

Gap between purchase of Two cars to be Eight years.   For Widows, if the late husband had purchased a car each while in service and after retirement then the widow will not be eligible to buy a car. In case late husband had purchased only one car while in service, then widow can buy one car through CSD after a gap of Eight years from the date of last purchase.
(b) Pay Level 7 to 9 (including Retired) and Widows as applicable Rs. Seven Lakhs excluding taxes First car as an OR, second car on promotion as JCO and thrid car after retirement. First car after Five years of service. The gap between purchase of Two cars to be Eight years.   For Widows, if the last husband had purchased a car each while in service as well as after retirement then the widow will not be eligible to buy a car. In case late husband had purchased car (s) only while in service, then widow can buy one car through CSD after a gap of eight years from the date of last purchase.
(c) Pay Level 10-18 (Including Retired) and Widows (as applicable Rs.15 Lakhs
excluding taxes
Once in Eight years
(d) Serving Civilian Officers (Paid out of Defence Estimates) in Pay Level 11 to 18) Rs.15 Lakhs
excluding taxes
Once in Eight years

3. The above criteria will supersede the earlier criteria promulgated vide policy letter No.95350/Q/DDGCS/CAR/POLICY dated 24.05.2019 stands suspended.

4. This has the approval of the Competent Authority.

CSD New Norms for Car Purchasing – PDF Order Download

The eligibility norms are categorized into three stages with ranks. One segment of personnel up to pay matrix level 6 are eligible to buy a car up to the value of Rs. 6 lakhs. And the second segment of up to 7 lakhs and the third one is up to 15 lakhs. The below table is given for better understanding. The same (7th Pay Matrix level) eligibility criteria is followed for purchasing of a car in CSD AFD Online Portal.

Revised Criteria for Purchase of Cars in CSD Canteen 2021

Yes, according to the review of the car policy, the personnel who are in pay level 3A to 6 are eligible to buy a car up to 6 lakhs in AFD CSD Portal.

For pay level 3A to 6, the first car in service and the second car after Retirement. First car after 5 years of service. The gap between the purchase of 2 cars to be 8 years.

For widows, if the late husband had purchased a car each while in service and after retirement then the widow will not be eligible to buy a car. In case the late husband had purchased only one car while in service, then the widow can buy one car through CSD after a gap of 8 years from the date of last purchase.

  3. I am a retired civilian defence personal (Officer cadre in Pay level 13). I have not purchased any 4 wheeler through CSD during service. Am I eligible for purchase of 4 wheeler (car) now. Kindly clarify.

  4. I am an Ex-serviceman having completed 15 years of service in the IAF.((SGT) I have not purchased any Four-wheeler
    during serving/ retirement. Now I intent buy an environment friendly electric car but no car is available within my entitlement. 6laks. I request the authorities to remove the Finacial limit for purchasing of electric cars.
