It is a simple calculation, to determine a particular percentage of basic pay is Dearness Allowance. Normally in Central Government Services, basic pay means revised pay without adding any other pay. For example, if an employee is drawing a basic pay of Rs. 49000 in the pay matrix level 6, the Dearness allowance will be calculated as follows…

In the case of Doctors, Non-Practicing Allowance is to be included for the purpose of Dearness Allowance calculation.

How DA is calculated for Defence Personnel?
6th pay commission introduced MSP for Defence Personnel and the 7th CPC has recommended continuing the same. Military Service Pay (MSP) and Group ‘X’ Pay both are counted as pay for the purpose of computation of dearness allowance.

DA in the Indian Army, Navy, Air Force
Existing emoluments mean the sum of current basic pay, current Military Service Pay, current Group X Pay, and dearness allowance.
Group -X Pay shall be counted as pay for the purpose of computation of dearness allowance only.
The aggregate of pay in the level, Group X Pay, allowance of the trade to which allotted, and dearness allowance, to which he would have been entitled had he been successfully mustered or attested from his date of enrolment.

HRA shall not be less than Rs 5,400 per month, Rs 3,600 per month and Rs 1,800 per month calculated @ 30% of minimum pay for X (population of 50 lakh & above), 20% for Y (5 to 50 lakh) and 10% for Z (below 5 lakh) category of cities respectively. HRA shall be revised to 27%, 18% & 9% of Basic Pay in X, Y & Z cities when Dearness Allowance (DA) crosses 25% and further to 30%, 20% and 10% of Basic Pay in X, Y & Z cities when DA crosses 50%.
The Transport Allowance is fully DA indexed. The 7th CPC recommended a raise commensurate with inflation as reflected in the rates of Dearness Allowance (DA). Accordingly and therefore, the fully DA-indexed allowances such as Transportation Allowance were not given any raise.
