Exemption of Registration Fees for Battery Operated-Electric Vehicles

The information regarding State/Union Territory-wise total number of electric/battery operated vehicles which are in operation in the country as on date is annexed.
(b) This Ministry, vide GSR 1183 (E) dated 29.12.2016 has amended rule 81of the Central Motor Vehicles Rules, 1989 which specifies the amount being charged as registration fees for motor vehicles. The GSR 1183 (E) is available on the website of this Ministry. (morth.nic.in)
The Government has proposed exemption of registration fees for battery operated/electric vehicles to promote the use of eco-friendly vehicles in the country and has notified GSR 430(E) dated 18th June 2019 to amend the rule 81 of the Central Motor Vehicles Rules, 1989 for seeking comments and objections.
With the objective of combating air pollution, reduce India’s dependence on oil imports and generate employment in the country, the Government is promoting the use of eco-friendly vehicles in the country.
To boost the operation of battery operated/electric vehicles in the country, the Department of Heavy Industry has notified Phase-II of the FAME India Scheme [Faster Adoption and Manufacturing of Electric (& Hybrid) Vehicles in India], vide S.O. 1300 dated 8th March 2019, with the approval of Cabinet with an outlay of Rs. 10,000 crore for a period of three years commencing from 1st April, 2019.
The notification of the scheme and operational guidelines are available on the Department of Heavy Industry’s website [www.dhi.nic.in]. The Government has notified that the registration mark for Battery Operated Vehicles to be on a green background.
The Government, vide S.O. 5333(E) dated 18th October, 2018 has also granted exemption to the Battery Operated Transport Vehicles and Transport Vehicles running on Ethanol and Methanol fuels from the requirements of permit.
