When the current owner of the vehicle wishes to dispose of it, be it through sale or gifting, or in the event of death, ownership can be transferred by the Regional Transport Authority (RTA) or State Transport Authority (STA), depending on the class of vehicle. All other classes of vehicles, with the exception of contract carriage (Omni Bus) and inter-state permit vehicles, can be transferred via RTA.

The application for transfer must be filed with the RTO or STA, along with the consent of the buyer/recipient of the vehicle. In the case of death of the owner, legal heirship certificates and No Objection Certificates (NOCs) from other legal heirs are essential for changing ownership. Once the ownership of the vehicle has been transferred, the owner must inform the registering authority (RTO/MVI). The owner shall be held accountable for any legal issues that arise should the ownership not be transferred.

The documents required to initiate the transfer are a Notice of Transfer in Form-29 (in duplicate), Application in Form-30 (in duplicate) if applicable for HP, PAN or GIR or Form-60/61 of I.T. Department (other than two wheelers), Registration Certificate, Insurance Certificate, valid Emission Certificate, and proof of address. Additionally, a No Objection Certificate from the financier must be obtained if the vehicle is on hire purchase.
