The Union Cabinet, led by Prime Minister Shri Narendra Modi, has approved a pension modification for Armed Forces Pensioners and family pensioners under One Rank One Pension (OROP), effective July 1, 2019. Past pensioners’ pensions would be recalculated using the average of the minimum and maximum pensions of Defence Forces retirees in the same rank and with the same period of service in the calendar year 2018.
This modification will apply to Armed Forces personnel retired up to 30th June 2019 (excluding premature (PMR) retirees with effect from 1st July 2014). More than 25.13 lakh Armed Forces Pensioners and family pensioners would benefit (including around 4.52 lakh new beneficiaries). Pensions for individuals earning more than the average will be safeguarded. Family pensioners, including war widows and disabled seniors, would also be eligible for the stipend.
Arrears will be paid in four semi-annual payments. All family pensioners, including those receiving the Special, Liberalised Family Pension, and Gallantry Award Winners, will, nevertheless, be paid in one installment.
The projected yearly expense for implementing the modification is roughly Rs 8,450 crore at the rate of 31% Dearness Relief (DR). Arrears from 1st July 2019 to 31st December 2021 have been assessed to be above Rs 19,316 crore based on DR at 17% for the period 1st July 2019 to 30th June 2021 and 31% for the period 1st July 2021 to 31st December 2021. According to the applicable dearness relief, arrears from 1st July 2019 to 30th June 2022 are around Rs 23,638 crore. This expense is in addition to the ongoing OROP expenditure.
The government made a historic decision to implement OROP for Defense Forces personnel and family pensioners, issuing a policy letter on November 7, 2015, for pension revision beginning July 1, 2014. The pension would be re-fixed every 5 years in the future, according to the policy letter. In the eight years after the adoption of OROP, around Rs.57,000 crore has been spent at a rate of Rs 7,123 crore each year.
