Canteen Stores Department (CSD) has announced that the manual documentation stands stopped/discontinued for booking of AFD-I items from 1 February 2021.
The online purchasing of AFD – I items through the official portal is started and the beneficiaries are collecting their supply orders from the URC canteen itself.
All the payments for the purchase of AFD-I items with effect from 1 February 2021 will be transferred to the new bank account of CSD Head Office. The beneficiaries should transfer money from their own account to this account.

CENTRALIZED RECEIPT OF PAYMENTS FROM THE BENEFICIARIES TOWARDS AFD PURCHASES w.e.f. 01 FEB 2021
1. Reference is made to the instructions received from MoD during automation/ e-commerce of CSD meeting chaired by the Defence Secretary on 20 Jan 2021 and the office letter no. 6/F&A/AFD-I/ Accounting Instructions/574 dated 21 Dec 2021 (Para 4 refers)
2. Before implementation of AFD ONLINE PORTAL, all the payments related to AFD purchases were being received by the depots in their respective Main Bank Account. With implementation of AFD ONLINE PORTAL, all online payments have started to be received at CSD HO centrally through payment gateway. However, being a new system during the initial transition phase, in case of technical issues faced by the customers, they were allowed to transfer AFD payment in respective depots Main Bank Account as well and upload the details of the same in the AFD PORTAL under direct bank transfer.
3. As the payment system has stabilized to a great extent, the Competent Authority has directed that w.e.f. 01 Feb 2021, all payments (including using PAYMENT GATEWAY) offline/online/direct bank transfer/any other payment option for AFD PURCHASES need to be transferred to the undermentioned Bank Account of the CSD Head Office only:

4, All payments using payment gateway shall continue to be governed as per the current practice. No (R) No payment is to be accepted in the respective bank account of the Depots.
5. The content of this letter may be communicated to all the Nodal URCs and beneficiaries to ensure compliance and wide publicity. .

CSD AFD Online Payment Procedure
The Payment Gateway integrated with AFD CSD Portal supports following Modes of Payment
- Debit Card or Credit Card
- UPI [Unified Payments Interface]
- Bank Account Transfer
- Net Banking
Modes of Payments Details
- In case you choose Bank Transfer mode, Please download the e-challan generated by the Payment Gateway that will be mentioning the virtual Account number, IFSC code and the exact amount to be deposited by NEFT or RTGS.
- Virtual Account Number generated in e-challan is a 16 digit account number with first 9 digits remaining same as 222333154xxxxxxx and IFSC Code is always YESB0CMSNOC.
- You can take a print out of the e-challan to your bank and request Bank to do NEFT or RTGS exactly as per details mentioned on the e-challan.
- Please Note that each (e-challan payment is valid only for one transaction and if amount remitted is not as per what is mentioned on the e-challan, Payment Gateway will reject that transaction and you will get a refund back in your bank account).
For loan cases only, loan payments can be made by direct bank transfer to the bank Account of CST HO on 15th May 2021.

Notes
- Beneficiary needs to upload UTR details of loan payment made in CSD HO bank account. And balance amount would need to be paid online by the beneficiary from his or her own account using the payment gateway.
- Similarly, if cost of the AFD item is above 10 Lakhs and even though no loan has been taken), beneficiary would be given an option to split the payment into 2 online payments to overcome the limitation put by SBI on the maximum amount that can be transacted through net banking.
