Guidelines For Purchase of 4/2 Wheelers & AFD-I Items – Entitlement for 4 Wheeler and other than 4 wheeler (Refrig, TV, Washing Machine, 2 Wheeler)
CSD AFD Eligibility Criteria for Car
All Military Serving Officers and Retired are eligible to buy a Car from CSD once in 4 years and up to 2500 CC capacity.
All Military Hony Commissioned JCOs including Retired are eligible to buy a car from CSD once in 7 years and up to 1500 CC Equivalent capacity
All Armed Forces JCOs, OR, and equivalent personnel including retired are eligible to buy a car once in service and once after retirement up to 1400cc capacity.
CSD AFD Eligibility Criteria for Two Wheeler, Air Conditioner, Washing Machine, Refrigerator, etc.,
Once in three years for all categories of personnel

CSD Car Purchase Eligibility in India 2022
a) Pay Level 3A – Pay Level 6
- Pay Band: Armed Forces Personnel (Serving and Retired) and Widows (As Applicable) Pay Level 3A to 6
- Cost: Rs. 6 Lakhs excluding taxes

Periodicity: The first car while in service and the Second car after Retirement. First car after min Five Years of service. The gap between the purchase of Two cars is Eight years. For Widows, if the late husband had purchased a car each while in service and after retirement, the widow will not be eligible to buy a car. In case the late husband had purchased only one car while in service, then widow can buy one car through CSD after a gap of Eight years from the date of last purchase.
b) Pay Level 7 – Pay Level 9
- Pay Band: Armed Forces Personnel (Serving and Retired) and Widows as applicable Pay Level 7 to 9
- Cost: Rs. 7 Lakhs excluding taxes

Periodicity: First car as an OR, second car on promotion as JCO, and third car after retirement. First car after min Five years of service. The gap between the purchase of Two cars is Eight years. For Widows, if the last husband had purchased a car each while in service and after retirement, the widow will not be eligible to buy a car. In case the late husband had purchased car (s) only while in service, then the widow can buy one car through CSD after a gap of Eight years from the date of last purchase.
C) Pay Level 10 – Pay Level 18
- Pay Band: Armed Forces Personnel (Serving and Retired) and Widows (as applicable) Pay Level 10-18
- Cost: Rs.15 Lakhs excluding taxes
- Periodicity: Once in Eight years
C) Pay Level 11 – Pay Level 18
- Pay Band: Serving Civilian Officers (Paid out of Defence Estimates) in Pay Level 11 to 18.
- Cost: Rs.15 Lakhs excluding taxes
- Periodicity: Once in Eight years
Eligibility Criteria For Other AFD-I Items (Viz) Two Wheelers, Air Conditioner, Fridge, Washing Machine, Mobiles, Laptops, Desktops, etc.
Following Category of Canteen Smartcard Holders are Authorized For other AFD-I items:-
(a) Armed Forces personnel (Serving and Retired).
(b) Civil Defence Employees (Serving only).
(c) Gap between purchases of the Same item, Two Wheeler to be of Minimum four years from the Date of last Purchase.
