What is CSD URC Canteen?

The CSD URC Canteen, short for Unit Run Canteen, is a retail store operated by the Canteen Stores Department. This establishment offers a variety of products across seven distinct categories catering to members of the Armed Forces and Ex-Servicemen. These categories include toiletries and cosmetics, household essentials like kitchen appliances and crockery, general-use items such as footwear and luggage, watches and stationery, liquor, food items, and medicinal supplies. Additionally, Category VII (AFD) includes electronics like televisions, audio and video systems, household appliances like refrigerators and washing machines, vehicles such as two-wheelers and cars, and cooking appliances like ovens and air conditioners.

Who is eligible for CSD URC Canteen?

The CSD URC Canteen is exclusively designated for Armed Forces Personnel, Ex-Servicemen, and Ordnance Factories Staff and Pensioners. As per CSD regulations, individuals falling under categories such as Officers, JCOs, ORs, Ex-Servicemen, Defence Civilians, and Retired/Family Pensioners Defence Civilians and Ex-Servicemen must have completed a minimum of five years of service to qualify for access to canteen amenities.

CSD Smart Card – Grocery and Liquor Card

The CSD Smart Card system includes Grocery and Liquor Cards, which are provided to CSD Customers. One for groceries and another for liquor, with the grocery card featuring a couple’s image and the liquor card displaying the veteran’s photo. In addition to individual smart cards, all URCs receive Bronzecards based on their dependency status. The issuance of Bronze cards to URCs serves the purpose of addressing unforeseen circumstances such as the loss of individual smart cards or delays in obtaining new ones. It also facilitates seamless operations during regular barakhana and collective liquor distribution. These cards are valid for 10 years from the date of issuance and undergo annual renewal. 

What is AFD and Non-AFD Items in CSD?

The distinction between AFD and Non-AFD items in the CSD refers to whether products fall under the category of “Against Firm Demand” or not. Non-AFD items encompass a range of goods including household necessities, toiletries, cosmetics, general use items, liquor, food, stationery, and medicinal items. On the other hand, AFD-I items are those with a retail value exceeding Rs 8000, classified into two segments: four-wheelers and two-wheelers, as well as white goods. Examples of AFD-I items include cars, bikes, and electronic devices, while AFD-II items consist of ovens, geysers, sewing machines, and cooking ranges.

What is the Purchase Limit in CSD Canteen?

The Purchase Limit at CSD Canteen requires customers to adhere to specified limits for both the amount and number of products that can be purchased on a monthly and yearly basis. The CSD has established a maximum amount for overall purchases at the URC canteen, tailored to each customer’s individual needs. Sales of 452 products exceeding Rs. 2000 have been restricted by the CSD. As per the order issued by the Ministry of Defence dated October 19, 2022, the CSD has authorized the purchase of two months’ worth of liquor and groceries in a single month for all CSD beneficiaries starting January 1, 2023. This policy enables beneficiaries to acquire their two-month grocery entitlement in a single month without the option for rollover, following a cycle of two months. For instance, a beneficiary with a monthly grocery entitlement of Rs. 5,500 in January 2023 can purchase groceries up to Rs. 11,000 that month, with the quantity permitted for individual items also doubling. Any remaining balance from January may be utilized in February before the system resets for the following two-month period. This purchasing pattern continues in sets of two months each to ensure compliance with entitlements and limits.

Revised Purchase Procedure in CSD AFD Portal 2025

The new revised procedure for purchasing cars, bikes, scooters and white goods (Household electronic items) through the CSD AFD online website from 2025.

1. To initiate the purchase of four-wheelers, two-wheelers, and white goods via the AFD portal, you must first register on the AFD portal. This involves entering your basic service information, canteen grocery card number, chip number, and other relevant details by adhering to the step-by-step instructions provided on the portal.
2. For new registration on the AFD CSD Portal:
   a. Navigate to “https://afd.csdindia.gov.in”.
   b. Click on “SHOP NOW” to access the login page.
   c. Select “New User Registrations”.
   d. Complete all required fields.
   e. Click “SUBMIT” to finalize the registration.

Note: It is crucial to avoid errors while completing the form, as any mistakes may complicate the editing process. The system will not permit vehicle booking until all data validations are accurately completed.

Additionally, during the new registration process, you will receive an OTP on the mobile number provided in the form, which must be entered in the “Enter Mobile OTP” field.

3. Subsequently, please follow these steps:
   a. Access the AFD portal to check the availability and pricing of the desired AFD item for the current month.
   b. Request a quotation for the vehicle based on CSD pricing.
   c. Acquire an availability certificate, which is valid for three weeks from the date of issue, but must not extend beyond the end of the month in which it was issued.
   d. For user login:
   i. Go to “https://afd.csdindia.gov.in”.
   ii. Click on “SHOP NOW” to reach the login page.
   iii. Enter your “Username”.
   iv. Input your “Password”.
   v. Complete the “Captcha” verification.
   vi. Click on “LOGIN”.
   vii. An OTP will be sent to your registered mobile number or email address.
   viii. Enter the received OTP in the “Enter OTP” field.

4. Once logged in, navigate to the “Shop Page”, utilize the “search box” to input the vehicle SKU Number that you reserved at the showroom, click on it, and verify that the displayed price matches the amount quoted by the showroom (as per the availability certificate). If there is a discrepancy, please request the showroom to make the necessary adjustments.

5. When submitting a request on the AFD Portal, you will be prompted to provide details such as Price Zone (state), Dealer, Depot, and URC (please specify the nearest URC canteen). During the checkout process, it is necessary to upload all relevant documents, including proof of payments, PAN, the last pay drawn or PPO, and an availability certificate.

6. Following the submission of your request or during checkout, your demand will be forwarded to the appropriate depot for verification of your eligibility for the specified product. The concerned depot will review your request, and subsequently, the Portal will prompt you to proceed with the payment. You will receive a notification via SMS or email within 1-2 working days, or you may also check the status by logging into your account.

7. You are required to make the payment in full to CSD, either directly or through your account, bank loan, or a combination of both. Once the payment process is finalized, you will receive a summary sheet; it is advisable to print this document and retain it along with all other uploaded documents in duplicate. Please note that the payment realization may take 2-3 working days from the bank.

8. Upon successful payment realization, you will receive an email and SMS notification to collect your Purchase Order (PO)/Local Supply Order and authorization letter, which can be downloaded by logging into your AFD account.

9. Visit your designated URC with all original documents, including your PAN Card, Grocery Card, Service ID Proof, and Availability Certificate. The CSD representative will verify all documents, retain office copies, and then provide you with a signed and stamped Local Supply Order.

10. Collect the Purchase Order (PO)/Local Supply Order from the designated URC and present it at the showroom to receive your vehicle.
