The Canteen Stores Department (CSD) is a government-run organization that provides goods and services to the Armed Forces personnel in India. The CSD has recently launched the CSD AFD online portal, which is an online platform for the Armed Forces personnel to purchase goods and services from the CSD. This portal has made it easier for the Armed Forces personnel to access the CSD’s offerings and has made the process of purchasing goods and services from the CSD more convenient. The CSD AFD online portal team will soon be uploading the most recent pricing list of cars, motorcycles, scooters, air conditioners, washing machines, and more for the year 2023! However, beneficiaries are encouraged to reach out to their CSD-approved dealer for the latest prices and availability.
What is the procedure to purchase in the CSD AFD portal?
- Identify the items to be purchased and their respective prices, as well as the dealer’s information.
- Obtain an availability certificate from the dealer.
- Transfer the cost of the items to the CSD depot’s main account only via NEFT or RTGS.
- Complete the indent form with all documents included in the guidelines and the availability certificate from the dealer, as well as the original counterfoil of payment from the bank.
- Submit the filled-out indent form only to the designated URC.
- URC will forward the signed indent forms and all associated documents to the relevant depot. The depot will review the documents, verify the payment receipt and generate a purchase order (PO).
What are AFD-I Items in the CSD AFD portal?
AFD-I items are goods whose retail value is greater than Rs. 8000 and are divided into two segments: four-wheelers and two-wheelers/white goods. If you plan to purchase AFD-I items, please make sure that you are eligible to do so. Beneficiaries can purchase two-wheelers and white goods after every four years, whereas there are different guidelines for four-wheelers. Retired Defence Civilians are not allowed to procure any AFD-I items.
CSD AFD Online Purchase Eligibility 2023
All members of the Armed Forces are eligible to purchase products from the CSD AFD online portal, however certain restrictions apply. Personnel in the pay matrix level 10-18 are eligible to purchase a car with an engine capacity of up to 2500 CC once every 8 years, with a value not exceeding 12 Lakhs before GST. Those in the pay matrix level 3A-9 are eligible to buy a car during their service and once again after retirement. The engine capacity of a car should not exceed 1400cc, and the value of the car should not exceed 12 lakhs (before GST is applied). Serving Defence Civilian Officers in pay matrix levels 11-18 are eligible to purchase a car once every 8 years, up to 2500cc engine capacity, but the value of the car must not exceed 12 lakhs (before GST is applied).
